You could possibly have a rubber rainwear coat on the cheap by getting something like this (I am not affiliated with them in any way but I have been a customer in the past):
Rubber55 has just added a rubber coat to their range that looks pretty cool as well - cost 185 pounds. Not quite the rainwear style coat you have here, but definitely wearable ;)

DeMask's coats cost from $600+ to $1,200+ so you need to seriously want this and have a big buget for rainwear/fashion. Doncha think?

It is Chinese made but what a great price! Keep it unpolished, and aside from the unusual cut at the front it wouldn't draw too much attention.

I just picked up from a charity shop in Bright for 18£ a napa leather version of that rain coat in very good condition.
Its small sized - not exactly sure and will go into the 'model clothes' / bribe collection.
Sadly I've really never seen real latex in a charity shop.
