I've come across people similar to that in quite a few scenes. They are usually tangential to fetish.
They are derived from the club kids and or candy goths who tend to come to the fetish events to party and dance, and be self expressive rather than just be there only about the fetish. Can be found at anime conventions at the rave, goth parties, and fetish events. Great people, super creative.
